Making Opportunity Count’s Energy Efficiency Services offer no-cost upgrades for income-eligible households, including weatherization improvements, heating system repairs or replacements, and electrification options. Together, these services make homes safer, healthier, and more affordable to maintain year-round.

About Our Energy Efficiency Services

At Making Opportunity Count, our Energy Efficiency Services program provides a comprehensive approach to lowering energy costs, improving home comfort, and creating safer living environments for income-eligible households across North Central Massachusetts.

Through a combination of weatherization, heating system support, and electrification upgrades, we help families reduce monthly utility bills while making homes healthier and more sustainable. Services are tailored to each household’s unique needs, starting with a professional energy audit that identifies where improvements will make the biggest difference.

Our Services

Energy Efficiency Services combine weatherization, heating system upgrades, electrification supports, and health and safety improvements. All services are free to income-eligible households and tailored to each home’s unique needs.

Weatherization

Professional energy audits identify leaks and inefficiencies. Upgrades may include attic, wall, and basement insulation, air sealing, and ventilation improvements—helping homes stay warmer in winter and cooler in summer while lowering energy bills.

Heating System Support

Through the Heating System Repair and Replacement Program (HEARTWAP), families can access safety inspections, tune-ups, or replacements for unsafe or inefficient furnaces, boilers, or water heaters. No household should go without safe, reliable heat.

Electrification

Households may be eligible for high-efficiency electric upgrades such as heat pumps, as part of Massachusetts’ clean energy transition. Electrification reduces reliance on fossil fuels, lowers long-term costs, and prepares homes for a more sustainable future.

Health & Safety Upgrades

Beyond energy savings, services also include carbon monoxide testing, ventilation checks, and minor repairs to keep homes safe. These upgrades protect families’ health while ensuring efficiency measures work as intended.

Complete an Interest Form

Start by filling out our interest form at HERE or call us at 978-342-7025 . A member of our Energy Services team will follow up within 1–2 business days to ask a few questions about your home, utility accounts, and current services, and help determine next steps.

Schedule a Home Energy Assessment

If eligible, we’ll schedule a home energy assessment with a certified inspector. They will evaluate your home for energy-saving opportunities and safety concerns, including insulation, air leaks, and heating system performance. After the assessment, our team will develop a plan and coordinate any approved improvements.

Apply for Emergency Heating Repair

If you have no heat or an unsafe heating system, call us at 978-342-7025 or email energyservices@mocinc.org right away. During the heating season (November–April), emergency requests are prioritized and may be referred to a contractor within 18 hours. Fuel Assistance eligibility is required, and our team can help you apply if needed.

Frequently Asked Questions

Eligibility is based on household income, home type, and prior services. Our team will review your information and help determine what programs you may qualify for.

Homeowners are eligible for services. Renters may also qualify, but both the tenant and landlord must agree and sign a Landlord-Tenant Agreement before work can begin.

A home energy assessment is a visit from a certified inspector who looks at how your home uses energy. They check things like insulation, air leaks, windows, and your heating system to find ways to improve comfort and reduce energy costs.

The inspector will need access to all areas of your home, including the attic and basement. They may run tests to check for air leaks and evaluate your heating system. They will review general findings with you and explain next steps.

After your assessment, it can take several weeks to a few months for work to be scheduled, depending on demand and contractor availability. Our team will keep you updated throughout the process.

Improvements may include insulation, air sealing, weatherstripping, and other upgrades that help your home stay comfortable and energy efficient.

If you have no heat or an unsafe system, contact us right away. Emergency services are available during the heating season (November–April), and we will work to respond as quickly as possible.

Yes, Fuel Assistance eligibility is required for certain services, including emergency heating repairs. If you are not enrolled, our team can help you apply.

Some services may only be available if your home has not received similar work within the past five years. Our team can review your history and let you know what may still be available.

Most services are provided at no cost to eligible households. The scope and value of work may vary depending on your home’s needs.

Last year, Energy Efficiency Services improved more than 1,000 homes through weatherization, heating system upgrades, and electrification projects—reducing energy bills and improving safety for families across North Central Massachusetts.
